Abstract

The purpose of this document was to lay a foundation for developing the scientific information needed to compare the benefits and risks of various motor vehicle fuels, especially alternative and reformulated fuels in relation to conventional gasoline and diesel fuels. Among the fuels and fuel additives covered in this Strategy were reformulated gasoline (Chapter 6) and the oxygenates methyl tertiary butyl ether (MTBE), ethyl tertiary butyl ether (ETBE), and ethanol. The Strategy laid out a comprehensive framework for examining the potential environmental and health impacts associated with the production, distribution, storage, and use of various fuels and fuel additives. This document continues to have relevance to assessing the risks and benefits of oxygenated fuels as well as other fuels.
