Abstract

EPA has announced a draft development plan for the next Integrated Science Assessment (ISA) for the health effects of nitrogen oxides (NOX) which will serve as the scientific basis for review of the primary (health-based) National Ambient Air Quality Standard for nitrogen dioxide. The ISA is intended to provide a comprehensive assessment of the current scientific literature pertaining to known and anticipated effects on public health associated with the NOX in the ambient air. The Preamble that has been included in previous ISAs is provided here as a resource for review of the ISA development plan, since it describes the general processes for ISA development.
EPA’s National Center for Environmental Assessment has requested consultation in developing a plan for the development of the Integrated Science Assessment for Nitrogen Oxides – Health Criteria, which will serve as the scientific basis for review of the primary (health-based) standards for the national ambient air quality standards for nitrogen oxides.

Under the Clean Air Act, EPA is required to carry out a periodic review and revision, as appropriate, of the air quality criteria and the primary and secondary standards for six criteria air pollutants, which include nitrogen oxides. Primary standards set limits to protect public health, including the health of "sensitive" populations such as asthmatics, children, and the elderly.

Impact/Purpose

The purpose of this draft document is to communicate the plan for the development of the Integrated Science Assessment (ISA) for the health effects of nitrogen oxides (NOX), which will provide a comprehensive assessment of the current scientific literature pertaining to known and anticipated effects on public health associated with the NOX in the ambient air.

Status

EPA will announce in the Federal Register a public teleconference to discuss the document.

01- Jul 2008 EPA released the Integrated Science Assessment for Oxides of Nitrogen – Health Criteria (Final Report)
02- Mar 2012 EPA held a workshop entitled "Kickoff Workshop to Inform EPA's Review of the Primary NO2 NAAQS'" co-organized by EPA/ORD/NCEA and the EPA/OAQPS Staff to help with the development of future products on this subject matter. The workshop was held February 29 - March 1, 2012, in Research Triangle Park, North Carolina. [Federal Register Notice Feb 10, 2012]
